HOA Annual Meeting

May 12, 2009

 

Board Members Present: Forrest Parks, Mary Parks, Alan Pugh, Hayes Hudson

 

Street Directors Present: April Hudson, Sara Jo Gibb, Ibraham Ali, Kathy Foster, Ellen Tidwell

 

The meeting was called to order at 6:35 by President Forrest Parks.  Forrest introduced the current board members and street directors in attendance.

 

Forrest went over the ground rules

  1. Crystal Springs HOA meetings are open to all members in good standing.
  2. Each property owner has the right to vote on matters brought forth at the annual meeting if they are a member in good standing which is defined as someone who is current on their annual dues.

 

Old Business:

 

  • Minutes from the May 13, 2008 meeting were reviewed.  Denyse Killgore moved to approve with a second from Hayes Hudson.   Vote was unanimous.

 

New Business:

  • Treasurer Report: Mary gave the current treasurer report.  Beginning balance was $2,913.09, with due collections of $8,190 and late fee collections of $925.  With the yearly expenditures of $7,034.32 leaving us with balance of $4,993.77.  Mary indicated we collected 86% of the dues owed this year.

 

  • Proposed budget includes an estimated 85% dues to be collected over the next fiscal year with a carryover of $3900. This is a total proposed fund of $11,996.25.  There is an anticipated $8,950 in expenses leaving a balance of $3,046.25.  Sara Jo Gibb moved to approve the budget with a second from Charles Woolley.  Vote was unanimous.

 

  • Landscaping contractor was discussed.  Board made the suggestion to keep Blades as the landscape contractor.  Board did collect bids and received one bid from another firm.  The bids were very close in price.  Forrest will call Elite Landscaping and let them know we are going with Blades again this year.  No further discussion was made by homeowners present.

 

  • Election of Street Directors
    1. Apatite- Ellen Tidwell (one year remaining)
    2. Barite- Sara Jo Gibb
    3. Gypsum- Ibraham Ali (one year remaining)
    4. Pyrite Phase I- April Hudson (one year remaining)
    5. Pyrite Phase II-  Forrest Parks
    6. Rutile- Kathy Foster
    7. Quartz- Todd Pantier

 

  • Election of Board members
    1. President- Hayes Hudson
    2. Vice President- Scott Morgan
    3. Secretary- Alan Pugh
    4. Treasurer- Mary Parks

 

Motion to elect those homeowners to the board was made by Denyse Killgore and second from Gracie Pendleton. Vote was unanimous.

 

Forrest announced garage sale planned for this Friday and Saturday.  Ads have been placed in two newspapers and garage sale signs will be placed at entrances to subdivision.  Ellen stated that our neighbor Brad Nichols had paid for one of the ads and he was recognized for that contribution.

 

Delinquent home owner dues: Forrest indicated that 15 still have not paid.  We did file one small claim to test the procedure with a court hearing set for July.  It does require a small claims fee and a fee for certified letter totaling $60 to file.  Based on this test case decisions will be made in the future for further filings.

 

Charles Woolley asked if there was a way to get the newsletter from the internet.  Discussion was had regarding if we could post this on the website and/or hand out hard copies.  Craig Adams still operates the website for us and pays the monthly fee and is then reimbursed.  Quarterly newsletter is a part of our bylaws.

 

Charles Woolley brought up the fact we are approaching the deadline to change our covenants.  Forrest read that section of the covenant, specifically number 20.  Forrest indicated it appears we have six months to propose changes to the covenants.  Charles indicated we could notify homeowners to judge interest in changing the covenants.  Forrest indicated that this would be placed in the next newsletter and on the website. 

 

Drawing for free dues:  Ibraham Ali won the free dues.
